Proposed Revocation of Community Land Classification

The Local Government Act 1999 states that all land (other than roads) owned by or under Council’s care, control and management is classified as “community land”.  Prior to making a decision to dispose of community land, Council must first undertake a process to revoke the land of its community land classification which involves consultation with the community.

Council is now inviting submissions on a proposal to revoke the community land classification over portion of Allotment 259 in Deposited Plan 6288 contained in Certificate of Title Volume 2633 Folio 132 at Ashfield Road, Elizabeth (as shown on the attached plans).  

The subject land is located on the south-western corner of Main North Road and Philip Highway, Elizabeth and forms part of the gateway to the Playford City CBD.  

In 2012/13 Council carried out the process to revoke the community land classification over 7,114m² of Allotment 259 Ashfield Road, Elizabeth to facilitate the development of the Elizabeth Regional Centre, now known as the Playford City CBD.  Public consultation was completed and a report presented to the Minister for Planning for approval.  The Minister consented to the revocation in June 2013.

Council sought expressions of interest for development of this land and is now in discussions with a developer to create an ice sports facility at this site proposed to be called “Playford Arena”.  The proposed Playford Arena requires 11,794m² of space to maximise the development.  In order for the development to proceed as proposed, Council now needs to undertake the revocation process for additional area of 4,680m² from Allotment 259 Ashfield Road, Elizabeth.

Subject to approval from the Minister for Planning in relation to the revocation of community land classification, Council proposes to dispose of this land to a developer for the construction of the Playford Arena.

Submissions on this proposal must be in writing addressed to the Chief Executive Officer, Playford Operations Centre, 12 Bishopstone Road, Davoren Park SA 5113 and received by close of business 7 December 2016.
